1.Skilled Worker Stream

This stream helps Nova Scotia employers hire foreign workers and recent international graduates for jobs that can’t be filled by Canadian citizens or permanent residents.

Who Can Apply?

You are eligible if you:

  • Have a full-time, permanent job offer from a Nova Scotia employer.
  • Have 1 year of work experience related to the job. (If the job is in TEER 4 or 5, you need at least 6 months of work experience with the same employer.)
  • Are 21 to 55 years old.
  • Have at least a high school diploma.
  • Have the necessary training, skills, or certifications for the job.
  • Can prove your language ability:
       
    • For jobs in TEER 0, 1, 2, or 3: CLB Level 5 or higher (no test needed if your first language is English or French).
    • For jobs in TEER 4 or 5: CLB Level 4 or higher (language test required even if your first language is English or French).
  •  
  • Show you have enough financial resources to settle in Nova Scotia.

2.Occupations in Demand Stream

This stream focuses on hiring foreign workers for jobs in TEER3, 4, or 5 occupations that are in high demand in Nova Scotia. The list of eligible occupations is based on labor market needs and may change over time.

Who Can Apply?

You are eligible if you:

  • Have a full-time, permanent job offer from a Nova Scotia employer in one of these occupations:

This pilot program is designed for individuals with a full-time, permanent job offer in Nova Scotia’s construction sector. Your job offer must be for one of the approved occupations listed below.

4. International Graduates in Demand Stream

This stream is for recent international graduates whose skills and education match specific in-demand job categories in Nova Scotia.

Eligible Job Categories:

  • NOC 32102 – Paramedical Occupations
  • NOC 32124 – Pharmacy Technicians
  • NOC 33102 – Nurse Aides, Orderlies, and Patient Service Associates
  • NOC 42202 – Early Childhood Educators and Assistants

Who Can Apply?

You are eligible if you:

  • Have a full-time, permanent job offer from a Nova Scotia employer in one of the eligible job categories, related to your recent field of study.
  • Are 19 to 55 years old.
  • Have at least a high school diploma.
  • Completed a program of study at an eligible Nova Scotia designated learning institution within the last 3 years:
       
    • Program must be at least 30 weeks long (or 24 weeks for NOC 33102).
    • Completed at least 50% of the program in Nova Scotia.
    • NOC 32102 or 32124: Program must grant a diploma.
    • NOC 33102: Program must grant a certificate, diploma, or degree.
    • NOC 42202: Program must grant a diploma or degree.
  •  
  • Have any required certifications from Nova Scotia regulatory bodies.
  • Meet the language requirement: CLB Level 5.
  • Have enough financial resources to settle in Nova Scotia.

5. International Graduate Entrepreneur Stream

This stream is for recent graduates of a Nova Scotia university or the Nova Scotia Community College who have started or purchased a business in the province and operated it for at least one year. Successful applicants may be nominated for permanent residency if they plan to stay in Nova Scotia.

Note: Applications are by invitation only.

Who Can Apply?

You are eligible if you:

  • Plan to live permanently in Nova Scotia while owning and actively managing a business in the province.
  • Have at least 1 year of continuous experience managing and owning a Nova Scotia business, with at least 33.33% ownership.
  • Completed a degree or diploma after at least 2 academic years of full-time, in-person study at a Nova Scotia university or the Nova Scotia Community College.
  • Hold a valid post-graduation work permit.
  • Have a CLB score of at least 7 in speaking, listening, reading, and writing in English or French.
  • Submit an Expression of Interest (EOI) online.
  • Receive an Invitation to Apply from Laboure, Skills and Immigration.

6. Entrepreneur Stream

This stream is for experienced business owners or senior managers who want to live in Nova Scotia by starting or purchasing a business. Applicants must actively manage their business. After running the business for at least a year, they may be nominated for permanent residency.

Note: Applications are by invitation only.

Who Can Apply?

You are eligible if you:

  • Are 21 years or older.
  • Plan to live permanently in Nova Scotia while owning and actively     managing a business.
  • Have a net worth of at least:
       
    • $600,000 CAD (or $400,000 CAD if the business is outside the Halifax Regional Municipality (HRM)).
  •  
  • Can invest at least:
       
    • $150,000 CAD of your own money to start or buy a business (or $100,000 CAD for businesses outside HRM).
  •  
  • Have:
       
    • 3+ years of experience actively managing and owning a business (minimum 33.33%      ownership), or
    • 5+ years of experience in a senior management role.
  •  
  • Have a CLB score of at least 5 in speaking, listening, reading, and writing in English or French.
  • Submit an Expression of Interest (EOI) online.
  • Receive an Invitation to Apply from Laboure, Skills and Immigration.

7. Physician Stream

This stream supports Nova Scotia’s public health authorities, Nova Scotia Health Authority (NSHA) and Izaak Walton Killam (IWK) Health Centre, in hiring qualified physicians. It helps recruit general practitioners, family physicians, and specialists for positions  that could not be filled by Canadian citizens or permanent residents.

Who Can Apply?

You are eligible if you:

  • Are a general practitioner, family physician (NOC 31102), or specialist physician (NOC 31100 or NOC 31101).
  • Have a signed approved opportunity from the NSHA or IWK Health Centre.

Requirements for the Approved Opportunity:

The approved opportunity must:

  • Be on official NSHA or IWK letterhead.
  • Be signed and dated by:
       
    • An authorized representative from NSHA or IWK.
    • The applicant (accepting the opportunity)
  •  
  • Confirm eligibility for:
       
    • Licensure with the College of Physicians and Surgeons of Nova Scotia.
    • Applying for privileges and credentials with NSHA and IWK.

8.Laboure Market Priorities for Physicians

This stream allows physicians to apply for permanent residency through the federal Express Entry system. It is designed for general practitioners, family physicians (NOC 31102), and specialist physicians(NOC 31100 and NOC 31101) who have approved offers from the Nova Scotia Health Authority (NSHA) or IWK Health Centre.

Note: Only candidates who receive a Letter of Interest from Laboure, Skills and Immigration (LSI) can apply.

Who Can Apply?

You are eligible if you:

  • Have an approved opportunity from NSHA or IWK for a position as:
       
    • General practitioner/family physician (NOC 31102), or
    • Specialist physician (NOC 31100 or 31101).
  •  
  • Provide a signed Return for Service Agreement with the Nova Scotia Department of Health and Wellness, committing to live and work in Nova Scotia for at least 2 years.
  • Receive a Letter of Interest in the Express Entry system from the Nova Scotia Nominee Program.
  • Submit your application within 30 days of receiving the Letter of Interest.
  • Meet the minimum work experience requirements of the Express Entry program you qualify for.
  • Show you have enough funds to support yourself and your family and cover immigration and travel costs.
  • Have legal status in your current country of residence.

9. Laboure Market Priorities Stream

The Laboure Market Priorities Stream targets candidates in the federal Express Entry system whose skills and experience align with Nova Scotia’s Laboure market needs. Only those who receive a Letter of Interest from the Nova Scotia Department of Laboure, Skills and Immigration can apply.

Who Can Apply?

You are eligible if you:

  • Receive a Letter of Interest from the Nova Scotia Nominee Program via the Express Entry system.
  • Submit your application within 30 days of receiving the Letter of Interest.
  • Meet the minimum work experience requirements for the Express Entry program you’re applying under.
  • Demonstrate you have enough funds to support yourself and your family, and cover immigration and travel costs.
  • Have legal status in your current country of residence.
  • Meet the eligibility criteria applicable at the time of your Letter of Interest.
  • Have a valid Express Entry profile number and meet all IRCC requirements for the Express Entry pool.

10. Experience: Express Entry Stream

The Experience: Express Entry Stream is designed for highly skilled individuals with work experience in Nova Scotia. This stream helps those who want to live in the province permanently.

Who Can Apply?

You are eligible if you:

  • Have at least 1 year of work experience in Nova Scotia in a job under NOC TEER 0, 1, 2, or 3.
  • Are between 21 and 55 years old.
  • Hold a Canadian high school credential or an equivalent qualification.
  • Prove your language skills:
       
    • CLB 7 for jobs in NOC TEER 0 or 1.
    • CLB 5 for jobs in NOC TEER 2 or 3.
  •  
  • Have a registered profile in IRCC’s Express Entry system.

Important Note

As of April 17, 2024, this stream is not accepting applications in the Accommodation and Food Services sector due to a high volume of applications.

11. Healthcare Professionals Immigration Pilot (Letter of Interest)

This pilot is designed for pharmacists and pharmacy technicians who have received a Letter of Interest from Nova Scotia in their Express Entry profile on August 28, 2024.

How to Proceed:

If you have received a Letter of Interest, you can participate in the Healthcare Professionals Immigration Pilot for pharmacists or pharmacy technicians in Nova Scotia by completing a survey. The survey allows you to express your interest in becoming a healthcare professional in Nova Scotia and apply for employment facilitated by Nova Scotia's Office of Healthcare Professionals Recruitment, the Pharmacy Association of Nova Scotia, and the Nova Scotia College of Pharmacists.

These links will direct you to complete a survey. The information you provide will be shared with a healthcare employer in Nova Scotia.

If you face any issues accessing the survey, contact IEHP-IMM@novascotia.ca.

After You Apply:

If you receive a conditional job offer from a Nova Scotia healthcare employer, you may apply for permanent residency through:

  • Nova Scotia Nominee Program
  • Atlantic Immigration Program

Note: The Healthcare Professionals Immigration Pilot is a non-Express Entry stream, so you will not receive 600points in your Express Entry profile.

Eligibility Criteria:

To apply under the Nova Scotia Nominee Program: Skilled Worker stream, you must:

  • Have a job offer from a Nova Scotia employer.
  • Hold a valid passport and have legal status in your country of     residence.
  • Have a Canadian high school diploma or equivalent with an educational credential assessment.
  • Demonstrate language ability (CLB 5 or higher in English or French).
  • Provide a reference letter showing one year of work experience in a related field.
  • Show the intention to settle permanently in Nova Scotia.

For the Atlantic Immigration Program, the eligibility criteria are similar, with the addition of the requirement to have a job offer from an organization designated under the program.
