    • The Private Sponsorship of Refugees (PSR) Program has successfully resettled hundreds of thousands of refugees over 40 years.
    • High demand has led to a large application backlog and lengthy processing times.
  • Reason for Pause:
    • Applications from private sponsors exceed the spaces available in Canada’s immigration levels plan.
    • Stakeholder feedback and the growing application inventory influenced the decision.
  • Details of the Pause:
    • New applications from groups of five and community sponsors under the PSR Program will not be accepted.
    • The measure is in effect until December 31, 2025.
  • Goals:
    • Prevent further growth in the backlog.
    • Improve processing times for refugees and sponsors.

Today, The Honorable Marc Miller, Minister of Immigration, Refugees and Citizenship, has announced updates to the International Student Program, focusing on off-campus work hours, institutional regulations, and compliance measures. Effective immediately:

  1. Work Hour Limits: Eligible international students can now work up to 24 hours per week off-campus during academic sessions.
  2. Permit for Institution Change: Students must apply for and receive approval for a new study permit before switching learning institutions.
  3. Institutional Accountability: Designated Learning Institutions (DLIs) must comply with reporting and acceptance letter verification requirements. Failure to comply may result in suspension from admitting international students for up to a year.

These changes aim to enhance oversight, support students, and maintain the integrity of Canada’s International Student Program.
