Ontario Updates OINP Rules for Self-Employed Physicians

Ontario has updated its immigration rules under the Ontario Immigrant Nominee Program (OINP), making it easier for self-employed physicians to qualify. These changes took effect on January 27, 2025.
Employer Job Offer – Foreign Worker Stream
Previously, self-employed physicians billing OHIP were ineligible due to the job offer requirement. Now, they can apply without a job offer if they meet these conditions:
✔ Registered and in good standing with the College of Physicians and Surgeons of Ontario (CPSO)
✔ Hold one of the following CPSO certificates that permit patient care:
- Independent Practice
- Academic Practice
- Postgraduate Education
✔ Eligible to receive OHIP payments under the Health Insurance Act, 1990
These changes apply to all physician occupations under the National Occupational Classification (NOC) codes:
🔹 NOC 31100 – Specialists in clinical and laboratory medicine
🔹 NOC 31101 – Specialists in surgery
🔹 NOC 31102 – General practitioners and family physicians
Express Entry – Human Capital Priorities & French-Speaking Skilled Worker Streams
Physicians applying through these OINP Express Entry streams can now count their self-employment work experience toward eligibility if they apply under:
✔ NOC 31100 – Specialists in clinical and laboratory medicine
✔ NOC 31101 – Specialists in surgery
✔ NOC 31102 – General practitioners and family physicians
Applicants must still meet federal criteria under either:
✅ Federal Skilled Worker Program or
✅ Canadian Experience Class (CEC) – Now allows self-employment experience in the designated NOCs
These updates align with recent federal immigration policy changes.
