Today, IRCC has announced that foreign nationals/international students can no longer apply or extend their post-graduation work permit (PGWP) at the border which will be effective immediately. This will help to reduce “Flagpoling”.

What is Flagpoling?

Flagpoling refers to the practice where a foreign immigrant already in Canada exits and re-enters the country within 24 hours. This is done to access immigration services like obtaining or renewing a Post-Graduation Work Permit (PGWP) or completing the permanent residency process, bypassing the usual waiting period.

Why did the Government took this step ?

  • Between March 1, 2023, and February 29, 2024, approximately one fifth of the foreign nationals attempting flagpoling were PGWP applicants.
  • The practice of flagpoling was consuming substantial border resources, leading to delays for travelers and slowing down the transportation of goods, and diverting officers from enforcement activities.
  • The government wants to encouraging applicants to apply online rather than opting for flagpoling.
  • To ensure smooth operations at the shared border with the US, benefiting both nations.
