Today, IRCC has announced that foreign nationals/international students can no longer apply or extend their post-graduation work permit (PGWP) at the border which will be effective immediately. This will help to reduce “Flagpoling”.
What is Flagpoling?
Flagpoling refers to the practice where a foreign immigrant already in Canada exits and re-enters the country within 24 hours. This is done to access immigration services like obtaining or renewing a Post-Graduation Work Permit (PGWP) or completing the permanent residency process, bypassing the usual waiting period.

Effective April 30, 2024, Immigration, Refugees, and Citizenship Canada (IRCC) has increased the fees for all permanent residence applications. This change is part of a routine process, mandated every two years, to adjust fees for inflation. The last adjustment was in 2020, and this year’s increase aligns with legislative requirements.
Canadian immigration law allows IRCC to increase fees biennially to account for inflation. These adjustments ensure that immigration processes remain sustainable and reflect current economic conditions.

If you paid the old fees but submitted your application before 9 a.m. EDT on April 30, 2024, your application will not be rejected. However, if additional fees are required, IRCC will provide instructions to pay the difference.

1. PGWP Eligibility For public-private college students
As of September 2024, international students enrolling in private colleges will not be eligible for a Post Graduate Work Permit (PGWP)
Students currently enrolled in those institutes will still be eligible for Post Graduate Work Permit (PGWP) if they meet program criteria.
2. Post-graduation work permit (PGWP) extension for graduates of master’s degree programs
As of February 14, 2024 Students who have completed programs lasting a minimum of two years at designated learning institutions eligible for the Post-Graduation Work Permit (PGWP) are entitled to a three-year permit. Additionally, graduates of master's degree programs that are shorter than two years also qualify for this three-year PGWP.
3. Change in spouses open work permit eligibility
Only spouses and common-law partners of students in graduate and professional degree programs are eligible for PGWP. Those seeking to extend their work permits will remain eligible under this stream.
Spouses and common-law partners of international students in lower-level programs won't qualify for an open work permit, except if they already have one.
4. Cap on Study Permit (temporary)
The Canadian government plans to decrease the number of approved study permits in 2024. The cap for 2024 is set at 360,000, with the limit for 2025 yet to be determined.
